Cathy was appointed as the permanent Independent Implementation Supervisor to oversee implementation of the Government Response to recommendations made by the Women’s Safety and Justice Taskforce.

Cathy has over 20 years’ experience as a senior public servant in Queensland and South Australia, working in and across strategic policy, legislative reform, planning and service delivery roles in the areas of child protection, youth justice, disability services and domestic violence.

Cathy has undergraduate qualifications in law and postgraduate qualifications in law and public administration including an Executive Masters of Public Administration (EMPA), ANZSOG.

She has previously been a Director of ANROWS - Australia’s National Research Organisation on Women’s Safety and Chair, National Forum for Protecting Australia’s Children.

In 2016 Cathy was appointed as Chief Executive, to establish and lead the Department for Child Protection in South Australia.

In 2018 Cathy was appointed to the ANZSOG Alumni Advisory Council.

In 2019 Cathy was awarded the Institute of Public Administration Australia (IPAA) National Fellowship for outstanding contribution to the study and practice of public administration.

In 2021, Cathy was appointed as Adjunct Industry Professor with the University of South Australia.
