Angela Garvey is a commercial pilot with over 30 years of aviation industry experience in a wide variety of leadership and management roles, including business ownership, consulting, aviation safety and airport operations.
Angela’s aviation journey began as the co-founder and co-director of a highly successful skydiving business on the outskirts of Brisbane. Her extensive experience within the broader aviation industry also includes varying roles within large government and corporate organisations such as Airservices Australia and Boeing Jeppesen, aviation safety management for aeromedical helicopters, and airport management in her current role as the Manager of Armidale Regional Airport.
On a personal level, Angela is particularly passionate about encouraging conversations around mental health and support amongst her aviation community. She has recently undertaken formal training as a counsellor and launched her own specialist support and guidance service for the general aviation community. The inspiration for “Navigating Aviation” came from her personal experience following the fatal crash of one of her own skydiving aircraft in 2006. In the years after that tragic accident, Angela came to realise that, while larger airlines and aviation organisations provide employee assistance and peer support programs to their employees, specialist support was not as readily available to the broader general aviation community. Angela is determined to ensure that others in the aviation community have access to support and guidance from someone with a unique perspective on what they are going through.
As a research scientist, Bartley has progressed crop protection and agronomic solutions for the horticultural and cotton sectors, in industry-funded projects. More recently, he has held technical roles in agvet chemical regulation, at the state and federal level, currently the Director, Efficacy and Safety, at the Australian Pesticides and Veterinary Medicines Authority. Bartley holds a Master of Agricultural Studies from the University of Queensland.
Graham is a transport safety accident and incident investigation specialist with over 15 years’ experience at the Australian Transport Safety Bureau (ATSB). As a Manager Transport Safety, he currently supervises a small team of Brisbane-based investigators.
He holds a Bachelor of Engineering (Aerospace Avionics), Diploma of Transport Safety Investigation, and a Graduate Diploma in Aviation Management. Prior to joining the ATSB, Graham worked as a design engineer and system integration engineer across several Defence projects before joining the ATSB as an accident investigator in 2007.
Since then, he has worked on investigations of all types, including some major aircraft accidents, and has led many investigations in aviation and rail. He has twice been a joint recipient of the Australian Government’s Australia Day Achievement Medallion.
Graham is also a presenter of two subjects in the Royal Melbourne Institute of Technology’s Transport Safety Management and Accident Investigation program.
Dr Jana Phan joined CropLife in April 2021, bringing with her experience in agricultural science and evidence-based policy development, analysis and advocacy.
Jana drives CropLife’s Stewardship and Sustainability policy initiatives, providing strategic policy advice, developing programs and managing a wide variety of stewardship initiatives regarding the responsible and sustainable use of the products of the plant science industry.
Prior to joining CropLife, Jana worked has worked at the Australian Academy of Science and the United Nations Food and Agricultural Organization and. She has a strong track record in synthesising, analysing and developing science-informed policy
Jana holds a PhD in plant science from The University of Adelaide.
Leith started in general aviation in 1991 and joined the Royal Australian Navy as a pilot in 1996. He served for 16 years as a Navy Pilot in Navy, Air Force and Army units. Key postings to operational, training and project units included:
• 2001-2006 at 817 Squadron – Sea King Helicopter Captain, Maintenance Test Pilot and Detachment Commander • 2006-2009 at 2FTS – PC9/A Category-B Qualified Flying Instructor, Deputy Flight Commander, Unit Risk Coordination Officer, and Crew Resource Management Facilitator • 2009-2011 at A Squadron, 5th Aviation Regiment – MRH90 Helicopter Pilot and Unit Aviation Safety Officer
In 2011 Leith joined Skywest Airlines, where he held the position of Safety Systems Manager. In late 2012 he joined Bristow Helicopters Australia where he held the position of Safety Systems Coordinator until 2016.
From 2016 until present Leith has worked at the ATSB in the roles of Technical Officer, Transport Safety Investigator, Senior Transport Safety Investigator, and 14 months as Acting Manager Transport Safety. He has completed 47 investigations as the Investigator-In-Charge and was the Flight Operations lead investigator for AO-2020-007: Collision with terrain involving Lockheed EC130Q, N134CG, 50 km north-east of Cooma-Snowy Mountains Airport (near Peak View), New South Wales, on 23 January 2020.
Leith holds a Master of Human Factors and Safety Management Systems from the University of South Australia, a Program Certificate in System Safety from the University of Southern California, and a Transport Safety Investigation Diploma from the ATSB and has been a member of The International Society of Air Safety Investigators since 2012.

Matthew is a Churchill Fellow, and holds a Bachelor of Administrative Leadership, Associate Diploma of Disaster Management and an Associate Diploma of Engineering (Electrical) among a plethora of industry qualifications. He was awarded a Humanitarian Overseas Service Medal for leading the Australian medical hospital and team in response to Cyclone Pam impacting Vanuatu in 2015. Matthew is a board member of Simulation Australasia, an organisation devoted to promoting the use of simulation to improve knowledge in all forms.
Michael Noble, Field Support Manager for Pratt & Whitney Canada, has over 20 years experience maintaining, operating and supporting Pratt & Whitney products. Michael specialises knowledge in aircraft propulsion and aviation in general. Representing the Pratt and Whitney frontline team, he is responsible for supporting the complete Pratt & Whitney aircraft engine and APU product line across South East Asia. Michael has a positive attitude and genuine enthusiasm for the products he supports, working tirelessly to help his customers to succeed in their endeavours. Outside of work, Michael likes to waterski, play guitar and spend time with his young family.

Pip Spence is Chief Executive Officer and Director of Aviation Safety for the Civil Aviation Safety Authority (CASA).
Prior to joining CASA, Pip was the Chief Operating Officer at the Department of Infrastructure, Transport, Regional Development and Communications and before that the Deputy Secretary for Transport, which included responsibility for aviation and airport policy and program matters. Prior to that she had a number of senior roles across the APS.
Roger has recently taken up a safety advisor role in the Director’s office. His main focus is supporting the flight operations regulations implementation plan along with looking into aviation safety issues raised with the Director’s office.
Roger is the branch manager flight standards in the national operations and standards division of CASA. The branch’s remit covers requirements for aircraft operations, air traffic management services, aerodromes, navigation systems, flight crew and air traffic services personnel licensing. His time in CASA includes standards development, aviation medicine, aviation security, service centre and IT system implementation.
Before CASA, Roger was the policy advisor at the New Zealand Civil Aviation Authority. A lengthy stint at Massey University involved establishing the first aviation academic program in the Southern Hemisphere for undergraduate through to PhD courses as well as several international engagements in Asia.
His first involvement in aviation was flight training at the Civil Aviation Training Academy in the Hunter Valley. Roger is the chair of the ICAO Personnel Training and Licensing Panel and a member of the Aviation Industry Reference Committee.
Dr Rohan Rainbow is Managing Director of Crop Protection Australia, a wholly owned business of Rainbow & Associates Pty Ltd established in 2001. Originally from a farming family background, Dr Rainbow has over 30 years of experience in industry leadership in the fields of agronomy, farming systems development, crop protection technology, breeding for biotic traits and biosecurity preparedness. Dr Rainbow is also a national specialist in agricultural engineering, precision agriculture, robotics and automation, which integrate with these biological technologies. Dr Rainbow has extensive experience in leadership, strategic planning, management and delivery of new agricultural technologies resulting in industry practice change.
